maintain a free and open Internet, it is unlikely for other nations will do
so."

If the US cannot maintain a free and open Internet, it is likely that other
nations - a community of nations - can rise and maintain another one so.

Closedness --> brain drain --> new economy rises -> new communities of
nations rise
