From luca.belli at fgv.br Thu Sep 17 20:47:17 2026 From: luca.belli at fgv.br (Luca Belli) Date: Thu, 17 Sep 2026 18:47:17 +0000 Subject: [IGF-DAIG] Report: Cooperative Digital Sovereignty and Artificial Intelligence Message-ID: Dear colleagues, I am pleased to share the publication of the report ?Cooperative Digital Sovereignty and Artificial Intelligence: Promoting Resilience, Strategic Openness, and Self-Determination,? published by the Digital Cooperation Organization (DCO) https://dco.org/cooperation-digital-sovereignty-and-atrificial-intelligence/ The report was officially launched last month, at CPDP LatAm in Rio de Janeiro (https://cpdp.lat/), and proposes a framework for understanding and advancing digital sovereignty in the context of artificial intelligence and growing technological interdependence. Rather than equating digital sovereignty with technological self-sufficiency or isolation, the study argues that sovereignty should be understood as the capacity of states and societies to retain meaningful choice, build resilience, and benefit from global digital ecosystems while safeguarding technological autonomy. Against this backdrop, the report introduces the concept of Cooperative Digital Sovereignty defined as ?the capacity of states and societies to understand, develop, govern, and benefit from digital and AI systems, advancing their national priorities while fostering their technological autonomy, including by leveraging open-source, interoperability, and trusted cooperation.? To translate this concept into practical policy approaches, the report presents the DCO Framework for Cooperative Digital Sovereignty, structured around interconnected AI sovereignty enablers and implementation dimensions spanning governance, regulation, industrial policy, capacity building, and international cooperation. The DCO framework builds on the Key AI Sovereignty Enablers (KASE) framework developed by Belli in 2023 (https://papers.ssrn.com/sol3/papers.cfm?abstract_id=4465501 ) and subsequently used by the CyberBRICS project over the past four years to assess AI sovereignty across the BRICS grouping (see e.g. https://cyberbrics.info/new-ajic-special-thematic-section-brics-countries-and-ai-sovereignty/ and https://link.springer.com/book/10.1007/978-3-032-02762-7 ). Building on this analytical foundation, the DCO study develops recommendations for DCO Member States addressing, among other areas: institutional and regulatory capacity; trusted cross-border data governance; resilient and cooperative digital infrastructure; AI safety and cybersecurity; participation in international standards development; sustainable financing and investment; human capital and skills development; and interoperability-oriented governance. The report contributes to the ongoing debate on AI and digital sovereignty by emphasizing that strategic autonomy need not require technological isolation. Instead, it explores how cooperation and openness can be deliberately structured to strengthen resilience, preserve policy space, and enable countries to participate meaningfully in the global digital economy. The report is freely available in open access on the DCO website https://dco.org/cooperation-digital-sovereignty-and-atrificial-intelligence/ and on the CyberBRICS website https://cyberbrics.info/dco-report-cooperative-digital-soverignty-and-artificial-inteligence/ In case you read Portuguese, you might want also be interested in checking this report on digital sovereignty in Brazil, prepared for the Brazilian Ministry of Science Technology and Innovation https://cyberbrics.info/texto-para-discussao-soberania-digital-no-brasil-diagnosticodesafios-e-caminhos-sob-a-perspectiva-da-ciencia-tecnologia-einovacao/ which advocates for a similar approach do to digital sovereignty, grounded on openness, cooperation and diversification, and is based on this extensive study we published at CTS-FGV in the first semester https://cyberbrics.info/livro-soberania-digital-e-inteligencia-artificial-rumo-a-autonomia-tecnologica/ Please feel free to share through your networks Best regards, Luca [http://www.fgv.br/mailing/2018/direito_rio/assinatura/fgv_direito_rio.jpg] Luca Belli, PhD Professor | FGV Law School Rio Director | Center for Technology & Society [http://www.fgv.br/mailing/2018/direito_rio/assinatura/fgv_tel.jpg]+55 21 3799 5763 t at 1lucabelli [http://www.fgv.br/mailing/2018/direito_rio/assinatura/fgv_direito_rio_map.jpg]Praia de Botafogo, 190 13? andar Botafogo - Rio de Janeiro, RJ - CEP: 22250-900 [http://www.fgv.br/mailing/2018/direito_rio/assinatura/fgv_ass_url.jpg]personal www.lucabelli.net [http://www.fgv.br/mailing/2018/direito_rio/assinatura/fgv_ass_url.jpg]CTS-FGV direitorio.fgv.br/cts [http://www.fgv.br/mailing/2018/direito_rio/assinatura/fgv_ass_url.jpg]CPDP LatAm www.cpdp.lat [http://www.fgv.br/mailing/2018/direito_rio/assinatura/fgv_ass_url.jpg]cyberBRICS www.cyberbrics.info CONFIDENTIALITY NOTICE This message, as well as any attached document, may contain personal data and information that is confidential and privileged and is intended only for the use of the addressee named above.
