IGF Coalition on Data and Artificial Intelligence Governance
*DRAFT* Call for Essays on:
AI from the Global Majority
Background:
The IGF Coalition on Data and Artificial Intelligence Governance (DAIG)<https://intgovforum.org/en/content/dynamic-coalition-on-data-and-artificial-intelligence-governance-dc-daig> is a multistakeholder group established under the auspices of the United Nations Internet Governance forum (IGF). The Coalition aims at fostering discussion of existing approaches to data and AI governance, promoting analysis of good and bad practices to identify what solutions should be replicated and which ones should be avoided by stakeholders to achieve a sustainable an effective data and AI governance.
To do so the DAIG Coalition aims at promoting collective studies and multistakeholder interactions to collect and discuss evidence, critically analyse existing regulatory and institutional arrangements, and propose policy updates in AI governance. Importantly, the DAIG will act as a hub to connect global UN IGF discussions with regional and local initiatives, with a particular focus on Global South debates.
After having successfully released the first Annual Report of the Coalition on AI Sovereignty, Transparency and Accountability<https://www.intgovforum.org/en/filedepot_download/288/26421>, at the IGF 2023 with the DAIG Coalition is calling for contributions discussing AI initiatives and experiences from the global majority, to provide valuable contributions that could feed into IGF 2024 discussions.
Call:
The IGF Coalition on Data and Artificial Intelligence Governance (DAIG), established under the auspices of the United Nations Internet Governance Forum, invites researchers and practitioners to submit essays AI initiatives and experiences from the global majority.
Authors are encouraged to focused on issues that can be particularly relevant for global majority populations, which are often underrepresented in discussions of data and AI governance. Particularly, authors are urged to explore case studies analysing initiatives promoting equitable development and access to AI technologies; data privacy and security in the context of AI; AI transparency, explicability, and accountability; regulatory frameworks; and cultural implications of AI adoption.
Suggested topics include, but are not limited to, analyses of:
* Proposed or existing AI regulatory frameworks
* Proposed or existing AI strategies
* Proposed or existing AI bodies aimed at convening stakeholders or implementing regulatory framework or strategies
* Existing or proposed processes and/or bodies aimed at elaborating AI-related technical standards
* Existing or proposed initiatives aimed at fostering AI research and development
* Existing projects that successfully developed and deployed AI models, including Generative AI models, foundation models and Large Language Models (LLMs)
* Existing or proposed regional, multilateral, bilateral efforts aimed at promoting cooperation in AI research, development and/or governance.
Submission Guidelines:
Essays, including short analytical and theoretical papers, position papers, or case studies will be considered for inclusion in the report, even if they have been previously published.
* The length of the submissions should be between 1000 and 2500 words
* To facilitate the reviewing process, papers should not include author names or other information that would help identify the authors
* The paper can be written by up to 3 coauthors
* All submission shall be in English language
* Citation should be in APA 6 style<https://owl.purdue.edu/owl/research_and_citation/apa6_style/apa_formatting_and_style_guide/index.html>,<https://owl.purdue.edu/owl/research_and_citation/apa6_style/apa_formatting_and_style_guide/index.html> authors shall use footnotes rather than endnotes
* The submission should be in Microsoft Word or OpenDocument Text format.
Submissions are due on 25 August 2024. They should include the following elements:
* Title
* Short abstract (100 words)
* Keywords
* Draft paper
* Only in the body of the email: author’s name, affiliation and short bibliographical note (maximum 100 words).
Submissions should be sent to luca.belli [at] fgv.br and walter.gaspar [at] fgv.br including “Paper Submission DAIG 2024” as an object.
Authors will be notified within approximately 7 days from the deadline as to the status of their contributions.
All submitted papers will be subject to peer review. PLEASE note that every author submitting a paper will be asked to peer review another submission within 10 days, which will be judged according to the (1) novelty of the contribution, (2) the theoretical soundness, and (3) the quality of presentation.
Authors will be given the opportunity to improve their contributions based on peer comments. Selected papers will be published into the 2024 Report of the IGF Coalition Data and Artificial Intelligence Governance, which will be published in open access, under Creative Commons licenses.
Authors will also be invited (at their own expenses) to present their work at the annual DAIG meeting to be held at the United Nations Internet Governance Forum (IGF)<https://www.intgovforum.org/en/content/igf-2023>, taking place on 15-19 December 2024, in Ryad, Saudi Arabia.
