2. Take a look at our March Digital Rights Regional Briefs!

Every month, our Community Leads from Africa, Asia, Latin America, and
MENA, bring critical information about digital justice issues around
the globe, current opportunities for digital rights defenders,
community news, regional developments, and more!

This month, our Asia community lead, Astha shares an interesting
viewpoint on Internet Shutdowns and their economic impact both for
small, medium businesses, and big investments, as well as platforms’
workers. Our Africa lead shares the exciting case of a community
network provider that caters to rural South African communities. In
Latin America, López Obrador, the Mexican president, claims that
secret surveillance perpetrated by the army is “research and not
espionage”, and in the MENA region there is a transversal situation of
currency devaluation and a growing concern about digital financial
insecurity.

### Digital Rights in the Community ###

1. Call for Applicants for Studying Online Violent Extremism: Methods,
Personal Safety, and Ethics

The Center for Research on Extremism (C-REX) and the Global Network on
Extremism and Technology (GNET) are accepting applications for their
inaugural student training workshop: “Studying Online Violent
Extremism: Methods, Personal Safety, and Ethics.” Date: 26-27 June
2023. Location: University of Oslo, Norway. Application Deadline: 1
May 2023.

2. Sweet QuaDreams: New Report from Citizen Lab

Based on an analysis of samples that Microsoft Threat Intelligence
shared, Citizen Lab developed indicators that enabled them to identify
at least five civil society victims of QuaDream’s spyware and exploits
in North America, Central Asia, Southeast Asia, Europe, and the Middle
East. Victims include journalists, political opposition figures, and
an NGO worker.

QuaDream Ltd is an Israeli company that specializes in the development
and sale of advanced digital offensive technology to government
clients. The company is known for its spyware marketed under the name
“Reign”, which, like NSO Group’s Pegasus spyware, reportedly utilizes
zero-click exploits to hack into target devices.

https://citizenlab.ca/2023/04/spyware-vendor-quadream-exploits-victims-customers/

The new revelations mark another blow to Apple, which has marketed its
security features as among the best in the world. Now, Reign appears
to be a new and potent threat to the integrity of the company’s mobile
phones. In a statement to the Guardian, Apple said it was “constantly
advancing the security of iOS” and that there was no indication that
QuaDream’s exploit had been used since 2021.

### Digital Rights Resources ###

1. Podcast: Amid Growing Censorship & Malicious VPNs, Protestors
Combat Iran’s ‘Climate of Fear’

In an interview with the Click Here podcast, the Director of the MIaan
Group discusses the current state of Iran’s internet censorship,
malicious VPNs, and how a combination of online and in-person
repression has created a “climate of fear.” Miaan is a Human Rights
organization focused on Iran.

2. AI Propaganda Will Be Effective & Easily Accessible

The capacity of AI tools has grown in tandem with the potential
threats they pose to our information space, says Max Rizzuto, a
research associate at the Atlantic Council’s Digital Forensic Research
Lab (DFRLab).

### Digital Rights in the Wider World ###

1. Streaming into Southeast Asia, Netflix Faces Repeated Censorship Demands

As Netflix rapidly expands in Southeast Asia, the company’s commitment
to artistic expression is being repeatedly tested by governments that
have sought to control what their citizens watch and hear, according
to former employees, industry observers and rights activists. Netflix
has already accommodated at least a dozen government requests that
titles be removed from the service, according to company reports, and
been caught in the middle of heated debates over how the company
should be regulated.

These challenges come just as Netflix, which is losing subscribers in
North America, looks increasingly to Asia, and specifically to the
emerging economies of Southeast Asia, to fuel growth.

2. Racial Hatred on the Rise in Tunisia: What is the Role of Digital Platforms?

Massive raids and attacks against Black migrants in Tunisia, triggered
by a virulent online campaign, recall the urgent need for big tech to
scrutinize the human rights risks.

https://www.openglobalrights.org/racial-hatred-tunisia-role-of-digital-platforms/

3. Amnezia VPN: Open Source VPN Out-Maneuvering Censorship in Russia

Amnezia, a free virtual private network, allows users to set up their
own servers, making it harder for censorship to block this portal to
the outside world in Russia.

4. Thai Political Parties Sign Election Code of Conduct, Pledge to
Uphold Human & Digital Rights

Numerous Thai political parties convened last month and signed two
documents: Code of Conduct for 2023 Election Campaign and a “Pledge
Solemnly Given By Political Parties to the People 2023.” The signing
ceremony demonstrates the parties’ shared aspirations for transparent
and fair elections and their commitment to implementing promised
policies collectively, including the protection of human and digital
rights.

5. Consumer Advocates Reject Media Calls to Preserve Exemptions to
Australian Privacy Law

Consumer digital rights advocates have rejected media companies’ call
to preserve their exemption to privacy law, warning that commercial
models should not be put ahead of public interest.

https://www.theguardian.com/world/2023/apr/11/consumer-advocates-reject-media-calls-to-preserve-exemptions-to-australian-privacy-law

6. Meta Verified is Under Fire in Sex Work Ciricle for Revealing
Users’ Legal Names

With Meta Verified, users can pay for an enviable blue check next to
their name. But the feature also requires users to use their legal
name as their profile display name without the option to change it,
raising concerns among sex workers, trans creators and other privacy
advocates.

 https://techcrunch.com/2023/04/10/meta-verified-reveals-legal-name-sex-workers-warn/

7. Twitter’s Open Source Algorithm is a Red Herring

Elon Musk’s highly publicized decision distracts from his recent move
to reduce transparency on the platform.

https://www.wired.com/story/twitters-open-source-algorithm-is-a-red-herring/
(paywall)

8. Digital Rights Organizations Continue to Say that the ‘TikTok Ban’
in the US is a Horrible Idea

The Restrict Act — the bill purportedly intended to facilitate a
TikTok ban — does not stop at TikTok. It gives the executive branch
broad discretion, with little to no judicial review, to ban or
restrict communications technologies from any country on an open-ended
list of “foreign adversar[ies].”

https://freedom.press/news/unamerican-restrict-act-would-enable-mass-censorship/

9. Just Security: Digital Privacy Legislation is Civil Rights Legislation

As Congress ponders legislation to reform “big tech,” it must view
comprehensive digital privacy legislation as desperately needed civil
rights legislation, because data abuses often disproportionately harm
communities already bearing the brunt of other inequalities.

https://www.justsecurity.org/85810/digital-privacy-legislation-is-civil-rights-legislation/

10. TikTok Vs. Everybody: You can listen to NPR’s conversations about
this, which also includes input from journalists covering the TikTok
ban.
