### TCU Updates ###
1. November 9: AMA on the New IFF
In case you missed it, TCU is hosting their first in-person global
gathering post-pandemic. Join us on November 9 and find out what our
three year vision is to grow back the event to its former size, and
how you can participate in the upcoming event. In addition, ask
questions you may have about the new design and format, support with
visa and travel, and much more!
https://www.digitalrights.community/blog/globalgathering2023
2. The "Glitteriest" Glitter Meetup
On November 10th, we will host our first Glitteriest Glitter Meetup,
which is a more laid back social hour to help folks connect as humans.
In the last year, our weekly Glitter Meetups have been featuring
expert guests. While this has been a positive development, folks have
asked that once a month we have a more laid back get together, a la
the early days of this meetup.

### Digital Rights in the Community ###
1. Call For Stories: Technology And Human Rights At The Qatar World Cup
SMEX is calling for story pitches at the intersection of technology
and human rights in the context of the 2022 Qatar World Cup. They’re
interested in articles that address different aspects of how human
rights in the digital space are impacted during the World Cup and the
period preceding it, and (potential) human rights implications of
technologies being deployed as part of this year’s tournament.
https://smex.org/call-for-stories-technology-and-human-rights-at-the-qatar-world-cup/
2. Meet the Watchdogs Guarding Internet Access
>From Ukraine to Burna, internet connectivity watchdogs quickly expose
the authoritarian crackdowns on the freedom to seek, receive and
impart information, which is part of the right to freedom of
expression, enshrined in the Universal Declaration of Human Rights.
Through remote and on-the-ground monitoring, these connectivity
watchdogs expose internet blackouts and provide digital tools for
citizens around the world to monitor connectivity in their countries.

3. Freedom House Release 2022 Report
Global internet freedom declined for the 12th consecutive year in
2022, and governments are on a campaign to divide the open internet
into a patchwork of repressive enclaves. Explore Freedom on the Net

### Digital Rights Resources ###
1. Orbits: a Global Field Guide to Advance Intersectional,
Survivor-centered, & Trauma-informed Interventions to TGBV
All around the world, abuse and violence is being perpetrated through
technology, and new forms of Technology-facilitated gender-based
violence (TGBV) are continuously emerging. The scale and depth of the
problem, and the resulting harm to women and people of marginalized
genders, demands urgent action.
In the past two years, Chayn and End Cyber Abuse worked to understand
the nature of TGBV and how it can be addressed. Their work resulted in
Orbits: a guide on how to design interventions to tech abuse that are
intersectional, survivor-centered, and trauma-informed. Co-created
with thinkers, practitioners, and survivors from around the world, the
guide focuses on three areas that are vital for effectively tackling
tech abuse: technology, research, and policy. It explores how systems
are failing survivors and how we can advance a different approach that
leaves no survivor behind.

2. Fighting Back: Activist Takes to Twitter to Advise the Victims of
Domestic Abuse
Nighat Dad, lawyer and Executive Director of the Digital Rights
Foundation compiled a thread detailing what domestic abuse victims
could do to gain protection and legal services.
https://www.thefridaytimes.com/2022/10/25/nighat-dad-offers-legal-advice-for-domestic-abuse-victims/
3. Privacy International: Smart Device Security Updates Fail to Meet
Consumers' eExpectations
A survey commissioned by PI shows that consumers expect their
smartphones, computers, smart TVs and gaming consoles to receive
security updates for a much longer period than what several
manufacturers actually provide, leaving consumers with expensive tech
that is vulnerable to cyberattacks. The majority of consumers in the
survey assumed their devices would be protected beyond two years, but
current industry practices fail to meet these expectations. PI
investigated the software life cycles of five of the most popular
categories of smart devices used by consumers. They found that
information about how long devices will be supported for was often
absent from company websites.
As EU policymakers discuss new laws to empower tech consumers and
increase cyber-resilience, Privacy International's research points to
an urgent need for regulation to ensure that device manufacturers
provide longer term security updates to protect consumers from
cyberattacks.

4. IData Protection, Privacy and Cybersecurity in Spain
Data protection and privacy are distinct rights under Spanish law, but
both are deemed fundamental rights derived from the respect for the
dignity of human beings. They are primarily based on the free choice
of individuals to decide whether to share with others (public
authorities included) information that relates to them (personal data)
or that belongs to their private and family life, home and
communications (privacy). Read this brief on the digital rights
landscape in Spain.

### Digital Rights in the Wider World ###
1. People in China Continue to Resist
A protester unfurled two banners on a highway overpass in central
Beijing on Oct. 13, denouncing Xi Jinping as a “despotic traitor.”
China’s censors went to great lengths to scrub the internet of any
reference to the act of dissent, prohibiting all discussion and
shutting down many offending social media accounts.
The slogans didn’t go away. Instead, they caught on inside and outside
China, online and offline.
https://www.nytimes.com/2022/10/24/business/xi-jinping-protests.html
2. African Governments Urged to Promote Policies on Digital Rights
Governments across Africa have been urged to expand digital rights and
inclusion on the continent by formulating favorable laws and policies.
Paradigm Initiative (PIN), a leading Pan-African Digital Rights and
Inclusion organization, also said citizens on the continent were
currently using Information and Communications Technology (ICT) on a
regular basis to create a need for rights respecting and inclusive
practices.

3. Video Games Censorship is Authoritarians’ Latest Tool to Muzzle Speech
Whether in the chat features of video games or in the narrative
decisions made by video game designers, the censorship demands of
countries around the world are increasingly shaping the digital
entertainment consumed by the world’s more than three billion gamers.
These demands create a difficult challenge for video game companies:
balancing the need for business growth with a commitment to free
speech.

4. Iran's Internet Blackouts as Part of Global Repression
Repressive regimes are teaching each other how to control protesters'
web access with increasing precision. Around the world, a troubling
number of nations have severely curtailed internet freedom, including
full shutdowns, as their default response to popular protests. The
most repressive of these regimes learn from each other, sharing
technology and in some cases even personnel to establish an ironclad
grip on the web and their citizens. At least 225 internet shutdowns
have taken place in response to popular protests since 2016.

5. Myanmar’s Digital Authoritarianism in Southeast Asia
The military junta is introducing Southeast Asia to the Chinese model
of state surveillance and information control. Soon after the military
coup in Myanmar on February 1, 2021, the newly installed junta
released a draft of its planned Cyber Security Law. But this is just
the tip of the authoritarian iceberg under this regime.

6. Ola Bini, the Cyberactivist Who Causes Panic in Ecuador
Three years and six months have passed, and cyberactivist Ola Bini is
still detained. The case is an ongoing story that crossed borders and
generated support from national and international organizations. It
began on April 11, 2019, when Bini was accused of participating in
efforts to politically destabilize the Lenin Moreno government in
Ecuador because of Bini's close friendship with Julian Assange, the
founder of Wikileaks.
However, in the view of digital rights experts, the Bini case reveals
a profound and worrying ignorance on the part of Ecuadorian justice.
It is not for nothing that this is already an emblematic case in the
region of the persecution of security technology developers, security
investigators, and digital experts, says Veridiana Alimonti, Associate
Director of Latin American Policy at the Electronic Frontier
Foundation (EFF).

7. The State of Digital Identity in Europe
Being able to seamlessly access public services through your
smartphone might sound easy in today’s digital age, but the successful
implementation of such a system remains a distant dream for most
countries across Europe. While some nations on the continent continue
to grapple with deep-rooted privacy issues, other states have
successfully spearheaded digital identity programs with remarkable
success. What explains this disparity in digitalising public services?
https://techmonitor.ai/digital-identity/the-state-of-digital-identity-in-europe
8. Proposed Amendments to Georgia’s Broadcasting Law Raise Censorship Fears
Last month, Georgia’s parliament passed a package of amendments to the
country’s broadcasting law that includes stipulations local press
freedom advocates fear could be weaponized against pro-opposition TV
channels. The Committee to Protect Journalists (CPJ) says that
Georgian authorities should withdraw the contested amendments to the
country’s broadcasting law and work with stakeholders to devise a
regulatory framework that enjoys broad industry support.
