1. Apply for a 4-day Psychosocial Retreat for Managers & Leaders
Team CommUNITY is a hosting a special four-day educational retreat
focused on giving digital rights leaders and managers the skills they
need to proactively create healthier teams and communities, and
navigate conflict and mental health situations. It will be led by
mental health experts associated with Teachers College at Columbia

2. TCU Needs Volunteers for the 2023 Community Health Report!
Let us interview you and help improve mental health services for
digital rights defenders. We are looking for individuals from across
the globe who would be willing to be interviewed regarding their
thoughts, feelings and relationships to therapy and mental health
services. These interviews will focus on individuals’ past
experiences using (or not using) mental health services; their level
of openness or comfort using these services; and what fears or

1. Applications for Open Internet Leaders Program
The Open Internet for Democracy Leaders Program is a year-long
non-residential leadership program that empowers emerging leaders from
across the globe to build their advocacy and organizing skills to
protect internet freedom. Deadline is July 8.

2. Call for proposals — Code for All Summit 2022
Proposals are welcome from anyone interested in how technology can be
used to solve problems and improve the lives of people in their local

3. LACNIC Leaders 2.0
The call for the Leaders 2.0 Program is open, which offers financing

4. Bread&Net 2022 | Proposal Submission
Submit your proposals to Bread&Net 2022 by July 10. Bread&Net is an
annual unconference that promotes and defends digital rights across
Arabic speaking countries. Hosted by SMEX, Bread&Net is a platform
built for and sustained by hundreds of activists, technologists,
journalists, researchers, lawyers, academics, entrepreneurs, and human
rights defenders from around the world, with a particular focus on
digital rights and digital freedoms in Arabic-speaking countries.

5. The Syria Campaign: Deadline Disinformation in Syria
Since Syrians took to the streets more than 11 years ago demanding
freedom from decades of dictatorship, the Syrian regime has used
violence and disinformation as tools to silence those who dare to
oppose it, deploying especially vicious means against those who expose
the regime’s ongoing war crimes against civilians. The Syria Campaign
released a website on the real-world harm of disinformation campaigns
against Syrians, particularly rescue workers. How have the online

6. PayPal: Stop Discriminating Against Palestinians
Palestinians doing online freelance work can’t get paid. The world’s
biggest online payment platform, PayPal, won’t serve Palestinians
living in Israeli-occupied West Bank and the Gaza Strip. It’s clear
discrimination – Israelis living in the illegal settlements in the
very same locations are allowed to create PayPal accounts. There is no
reason for PayPal to continue this discrimination – it’s biggest
competitor, Apple Pay, serves Palestinians. This is a direct violation

7. Watched from Home: Microsoft Office 375
Privacy International released a report on Microsoft Office 365 and
its enabling of at home surveillance. Working from home bolstered the
use of remote surveillance software to monitor employees. It's not
only tools that are developed specifically for surveillance,
traditional productivity suites might also enable an intrusive level
of monitoring. PI and UCL students looked into Office 365 and found
features that can enable employers to access all communications and
activities on Microsoft services These features can be operated
without the employees' knowledge and there seems to be a lack of
transparency for users in terms of what data is collected and for what
purpose.

8. Study on Online Gender-Based Violence
International Centre for Not for Profit Law (ICNL) is currently
undertaking a research study on Online Gender-Based Violence (OGBV)
and its Impact on the Civic Freedoms of Women Human Rights Defenders
(WHRDs) across six countries in the Indo-Pacific, with a focus on
Cambodia, India, Malaysia, Nepal, Pakistan, and Thailand. The goal of
making evidence-based policy recommendations. One component of the
research is to understand the experiences of WHRDs with OGBV through a

9. Open Edtech | 12-14 July in Barcelona
Xnet is organising the International Congress on Democratic Digital
Education and Open Edtech within its Plan for Democratic
Digitalisation. It aims to send a message to those who design
educational policies to correct an approach to digital culture in
education that is merely based on product placement by large
multinationals. The event aims to solve doubts of families, teachers,
students, schools, institutions and stakeholders about how the
digitalisation of education and teaching of digital culture should be
in order to be democratic, respectful of human rights and a source of
opportunity for all.

10. Essay and Debate Competition on Digital Rights and Inclusion
Paradigm Initiative is celebrating its 15th anniversary in Lagos
Nigeria next month and part of the commemoration is an essay/debate
competition for African youth. The essay topic needs to respond to the
following question: Are social and cultural norms in Africa impeding
the realization of digital rights and inclusion? Application deadline:

1. A Look at QUIC Censorship
Last year, the new network protocol QUIC was introduced. QUIC is a
general-purpose transport layer network with the goal of reducing
latency compared to existing protocols. Since the introduction of
QUIC, there has been rising volumes of QUIC-based web traffic in the

2. Examining the Characteristics of CyberBullying
A new study from the University of Michigan examines what
psychological characteristics predicted how internet users behaved in
aggressive online conflict. The report findings show that anyone can
really be a cyberbully, not just those with extreme antisocial traits.

3. SMEX Blogpost on Internet Shutdowns’ Impact on Society
Some Arabic speaking governments have been implementing internet
shutdowns during exam periods in order to control information leaks
and prevent cheating since 2015. When this happens, parts or the
entirety of the internet either stop working or internet speeds are
severely slowed down, a practice otherwise known as throttling.
Despite lack of effectiveness, Algeria, Sudan, Jordan and Syria have
carried on with this practice into 2021. In addition to causing grave
economic losses, in the short- and long-term, shutdowns have a very
profound impact on society.

### Digital Rights in the Wider World ###
1. Dissonance in Digital Policy Making Within Global Governance Systems
UN Special Rapporteurs participating in the annual RightsCon Summit
have emphasized that digital rights violations enable and escalate
online and offline violence, deepening conflict, systemic
discrimination against particular groups and humanitarian, economic,
and political crises worldwide.

Led by the World Bank, global actors are promoting biometric and other
digital ID systems that are increasingly linked to large-scale human
rights violations, especially in the Global South. These systems,
promoted in the name of development and inclusion, might be achieving
neither. New York University released a report arguing that “despite
undoubted good intentions on the part of some, [these systems] may
well be paving a digital road to hell.”

2. US Supporting Censorship Evasion in Ukraine While Limiting
Different Freedoms at Home
The U.S. government has pushed new, increased funding into three
technology companies since the start of the Ukraine conflict to help
Russians sidestep censors and access Western media. The financing
effort is focused on three firms that build Virtual Private Networks
(VPN) - nthLink, Psiphon and Lantern – and is designed to support a
recent surge in their Russian users. Between 2015 and 2021, the three
VPNs received at least $4.8 million in U.S. funding, according to
publicly available funding documents reviewed by Reuters. Since
February, the total funding allocated to the companies has increased
by almost half in order to cope with the rise in demand in Russia

In the U.S. capital, the Washington police keeps an invasive eye on
everyone through a network of surveillance, from protestors to
everyday residents in their Joint Operations Command Center. Officers
and analysts from the D.C. Metropolitan Police Department keeps eyes
on the news, activists’ social media accounts, and closed-circuit
television feeds from across the district. The command center has
served as a template for area police’s massively expanded domestic
surveillance apparatus. It was launched in a rush on September 11 2001
under the guise of “war on terror”.

The impending Supreme Court ruling on Roe v. Wade will likely be a
catastrophe for the health, safety, autonomy, and privacy of pregnant
people in America. At the same time, it’s bringing to a head the twin
crises of digital life: the right to speak without government
interference and the right to online privacy. Step one in the
extremist playbook is making abortion illegal. Step two is preventing
pregnant people or health care providers from discussing it online.

Partially in response to a Consumer Report study on this topic,
Massachusetts Senator Ed Markey released a letter of concern and
inquiry concerning Amazon’s surveillance doorbell camera Ring and its
audio capabilities. This has disturbing implications for people who
walk, bike, or even drive by dozens of these devices every day, not
knowing that their conversations may have been captured and recorded.

3. New Regulation in China’s Censorship Machine
On June 17, China’s internet regulator Cyberspace Administration of
China published a draft update on the 2017 provision on how platforms
and creators should handle online comments. One line stands out: all
online comments would have to be pre-reviewed before being published.
All formats, including texts, symbols, GIFs, pictures, audio, and
videos, fall under this regulation.

4. Police in India Linked to Campaign Framing Activists
A case in India connects law enforcement to a hacking campaign that
used those tools to go an appalling step further: planting false
incriminating files on targets’ computers that the same police then
used as grounds to arrest and jail them.

5. Caste Discrimination in Big Tech
America’s most prominent caste equity activist, Thenmozhi
Soundararajan, was slated to give a talk at Google in April, for Dalit
History Month. She was ready, she said, to explain to one of the
world’s largest tech companies that caste oppression is a problem
After Google canceled her talk after a handful of Hindu employees
saying that they felt “targeted” on the basis of religion, a company
statement and several anonymous interviews confirmed. Now tech
employees are saying their bosses aren’t doing enough to protect
workers. Dalits, or those born into marginalized castes in India’s
rigid hierarchies, have faced violence and oppression on the
subcontinent for thousands of years. Though the system is now illegal
in India, its impacts are still far-reaching and can manifest in every
aspect of life. With the growing Indian diaspora in the U.S., the
system has been brought to a new continent.

6. Microsoft Plans to Eliminate Face Analysis Tools in Push for
‘Responsible A.I.’
For years, activists and academics have been raising concerns that
facial analysis software that claims to be able to identify a person’s
age, gender and emotional state can be biased, unreliable or invasive
— and shouldn’t be sold. Acknowledging criticisms, Microsoft said that
it planned to remove these features from its artificial intelligence
service for detecting, analyzing and recognizing faces. They will stop
being available to new users this week and will be phased out for
existing users within the year.
