*** Russia’s Twitter Throttling may Give Censors Never-Before-Seen
Capabilities***

Russia has implemented a novel censorship method in an ongoing effort
to silence Twitter. Instead of outright blocking the social media
site, the country is using previously unseen techniques to slow
traffic to a crawl and make the site all but unusable for people
inside the country.

*** Mexican President Launched an Open Attack ARTICLE 19 Mexico and
Central America ***

Mexican president Andrés Manuel López Obrador has launched an open
attack on the staff and activities of ARTICLE 19 Mexico and Central
America. His comments followed the free expression organisation’s
report detailing attacks against journalists and violations of the
right to freedom of expression in the country.

*** New Electoral Law Takes Hong Kong Back 20 Years ***

China has passed sweeping changes to Hong Kong's electoral rules which
will tighten its control over the city. The number of directly elected
seats in parliament has been cut almost by half, and prospective MPs
will first be vetted by a pro-Beijing committee to ensure their
loyalty to the mainland. The aim is to ensure only "patriotic" figures
can run for positions of power.

*** Suspected Chinese Spies Cover Tracks in Efforts to Breach
Vietnamese Government ***

A previously undocumented group of Chinese-speaking spies conducted a
months-long campaign to infect the computers of government agencies in
Vietnam and other Asian countries, reported by researchers from the
antivirus firm Kaspersky.

*** Bloquean Nuevamente Sitios Web Pornográficos en Venezuela ***

Seis sitios web de pornografía han sido bloqueados en Venezuela por
los principales proveedores de internet, incluyendo algunos de los
portales más conocidos de este tipo de contenidos. CANTV, el proveedor
de servicio de internet (ISP) del Estado, bloqueó los seis sitios,
mientras que todos los demás principales ISP bloquearon al menos uno
de ellos. Esta no es la primera vez que se censuran contenidos para
adultos en Venezuela.

*** Belarus: Over 200 detained on Freedom Day ***

The mass detentions were the government’s response to a series of
simultaneous protests scheduled for March 25 to mark Freedom Day, the
anniversary of the Belarusian People’s Republic. Earlier, local
authorities in various parts of Belarus turned down dozens of requests
by the opposition to arrange legal rallies.

*** Filter Out Twitter Trolls by Using Block Party ***

Twitter has safety mechanisms that allow users to block, mute, and
report abusive content, but this is a time-consuming process that
requires reading all of the negative tweets and deciding how or
whether to respond. To save time and energy, and to avoid accidentally
missing important information and on-target comments, investigative
tech report Yael Grauer suggests using Block Party.

Journalists Highlights Emerging Internet Infrastructure Issues ***

With the aim of helping reporters and others understand the latest
internet infrastructure issues, CTD is releasing “I*: Navigating
Internet Governance and Standards” a monthly newsletter that hopes to
help the public and policymakers understand how the internet might be
governed.

*** Understanding Needs and the Ecosystem for Support with Mozilla ***

Who is building and innovating alternatives to the dominant approaches

*** Internews Journalist Security Fellowship in Central Europe ***

Internews announced a new Journalist Security Fellowship! The
part-time program aims to upskill a cohort of 30 individuals in
Central Europe interested in working with journalists and small media
outlets to improve their digital security. Individuals from the Czech
Republic, Hungary, Poland, Romania, Slovakia, or Slovenia are eligible
to apply. Fellows do not need to be experts in digital security or
journalism but should have an interest in both. Deadline: April, 30
2021.
