[DATAGOV Core] ISSN and DOI applications

Dear team and Stefania,

Kevin from Terminally Online (and the RMA program) has shared how he applied for ISSN and DOI. There seems to be strict requirements so we would need to look into this.

ISSN application: https://www.kb.nl/en/publishers/request-an-issn
*Requires a first issue to be prepared to apply for an ISSN in the Netherlands

DOI application: https://www.crossref.org/membership/
*Cost is 100 euros/year
*There must be a catalogue to show each individual articles you want to publish for this option
