Dear Big Data Sur community,
I hope this message finds you all well. This is just a brief message to share a recent article that I coauthored titled: "Making the eyes of the state: algorithmic alienation and mundane creativity in Peruvian street-level bureaucrats"<https://link.springer.com/article/10.1007/s11077-025-09570-z> (open access). The article is related to my chapter in the book edited by Stefania, Emiliano, and Silvia: "COVID 19 from the margins", so I hope it can be relevant for the members of this list.
The article describes the quotidian operations of street-level bureaucrats working for a system of algorithmic classification that determines the distribution of social welfare benefits in Peru. The article presents a case of construction of data in a context of institutional and material precarity, where bureaucrats have to paradoxically bend the formal rules of the system they work for so they can produce a legible population eligible for state services.
