[Bigbang-dev] A reminder about BigBang project governance

A lot of ambitious plans were made in meetings at IETF 116.

Acting on these plans may involve destabilizing changes to the code or
adjustments to the project bylaws.

I would like to remind everyone about our Governance document, which
describes the process by which we establish who has decision making
authority over the project and how decisions are made:

Normally this process is in the background, and does not require our
attention. But it exists exactly for cases like we are getting into now. I
am going to insist that we follow this procedure, for the sake of
continuity, community integrity, and legitimacy.
