[Bigbang-dev] PyPI packaging update

Hello,

The IETF 116 Hackathon is underway, and we are making progress on BigBang!

Top of mind are the issues with the PyPI package and installation
instructions:

The recent shift to pyproject.toml, while very good, was incomplete.
And we are fixing a lot of these issues.

Because it doesn't make sense to cut a new release in the *middle* of a
hackathon, I'll commit to doing the release and pushing a new version to
PyPI once the hackathon is done later next week!

In the meantime, we can make progress and have all that new work count
towards the next release.
