[Bigbang-dev] Assigning tickets for 0.2 milestone

Nick,
Here's a slightly better answer, having slept on it.
- In the absence of external pressure to do a release, we should try to
"release early and often" anyway.
- To me, the most important thing a release should do is be a clean version
of the software that is ready for use by a non-developer and as a baseline
for further development.
- Development ideally happens in parallel when features don't depend on
each other. Interesting new features can be folded in at any time, while a
release schedule can be determined by more pedestrian concerns.
- Since Niels is organizing a sprint, I think it would be best if we had a
0.2 release before the sprint, so that we have a good baseline for new work.
So I see the main targets of this release to be cleaning up the story
around installation, updating the website and making it more easy to
update, gardening the notebooks so they are easier for somebody new to work
with. But all that will take some time. If there were cool features that
could be worked into this release, that's even better!
