[Bigbang-dev] Governance document changes

I made a couple changes to the Governance document:

The main substantive change was saying explicitly that for purposes of
identifying members of the Steering Committee, we consider the 'number of
commits' to be the sum of the commits to the *master *and *gh-pages*
branches.
This is to recognize formally that work on outreach and public presentation
of the project is an important contribution to the project, comparable to
contributions of source code.
Of course, "number of commits" is a crude measure of participation. As
noted in our last meeting, a cool use of BigBang would be to try to come up
with a better meritocratic measure of participation for purposes of
self-governance.
That said, all this procedural stuff is just laying a foundation for later.
Most important is that we do the necessary work to push to the 0.2 release!
