[17-meetings] My report from "Computing Within Limits" (& from IETF118)

Dear all,

it's been so long since the summer... and it's only now that I managed 
to publish my review of the event that some of us attended together: 
Computing Within Limits :

I do hope you enjoy reading it, and that it either reminds you of old 
times, or you learn something new.

Summary:
- The content was most excellent: several of the papers (and authors) 
made a lasting impact on me!
- And the format is even more revolutionary: Federation through Local Hubs.
I really wish more events would go this way, instead of trying to "grow" 
(looking at you, CCC, RIPE & IETF!)

Speaking of which, I did attend IETF too, and my report is less sleek,
